विदेशी छात्रों और पत्रकारों के लिए वीजा अवधि सीमित करेगा ट्रंप प्रशासन, डीएचएस ने जारी किया बयान
वॉशिंगटन : अमेरिका के पूर्व राष्ट्रपति डोनाल्ड ट्रंप के प्रशासन द्वारा अवैध आव्रजन और वीजा दुरुपयोग पर रोक लगाने के लिए लगातार सख्त कदम उठाए जा रहे हैं। अब ट्रंप प्रशासन ने संकेत दिए हैं कि वह अमेरिका में विदेशी छात्रों और विदेशी मीडियाकर्मियों के लिए वीजा की अवधि सीमित करने की योजना पर काम कर रहा है।
डीएचएस ने दिया प्रस्ताव का संकेत
अमेरिकी होमलैंड सुरक्षा विभाग (DHS) की ओर से जारी एक आधिकारिक बयान में कहा गया है कि प्रस्तावित नियमों को अंतिम रूप दिए जाने के बाद कई वीजा श्रेणियों के तहत आने वाले विदेशी नागरिकों के अमेरिका में रहने की समयसीमा सीमित की जा सकती है। इनमें सबसे प्रमुख रूप से विदेशी छात्र और मीडियाकर्मी शामिल हैं। “यह कदम वीजा प्रणाली के दुरुपयोग को रोकने और आव्रजन कानूनों के पालन को सुनिश्चित करने की दिशा में उठाया जा रहा है,” – डीएचएस प्रवक्ता ने कहा।
विदेशी छात्रों पर पड़ेगा असर
नया प्रस्ताव खासतौर पर एफ-1 (F-1) स्टूडेंट वीजा और अन्य शिक्षा से जुड़े वीजा धारकों पर असर डाल सकता है। फिलहाल अमेरिकी वीजा प्रणाली में छात्रों को “Duration of Status (D/S)” की सुविधा दी जाती है, जिसके तहत वे अपनी पढ़ाई पूरी होने तक वैध रूप से अमेरिका में रह सकते हैं। लेकिन प्रस्तावित बदलाव के बाद यह सुविधा निर्धारित अवधि (जैसे 2 या 4 वर्ष) तक सीमित हो सकती है।
इससे उन छात्रों पर असर पड़ सकता है जिन्हें अपनी पढ़ाई पूरी करने में ज्यादा समय लगता है या जो पीएचडी और रिसर्च जैसी दीर्घकालिक शैक्षणिक गतिविधियों में शामिल हैं।
मीडिया वीजा पर भी होगा असर
इसी तरह विदेशी पत्रकारों के लिए जारी होने वाले आई (I) वीजा की वैधता पर भी नजर रखी जा रही है। अमेरिका में काम कर रहे विदेशी मीडियाकर्मियों के लिए भी वीजा नवीनीकरण और अवधि बढ़ाने की प्रक्रिया सख्त हो सकती है।
विवाद और प्रतिक्रिया की संभावना
ट्रंप प्रशासन के इस प्रस्ताव पर विश्वविद्यालयों, छात्रों और मीडिया संस्थानों से प्रतिक्रिया आना तय है। पहले भी ट्रंप प्रशासन के H-1B वीजा, ट्रैवल बैन, और वीजा रिन्युअल से जुड़े फैसलों की काफी आलोचना हो चुकी है।
विशेषज्ञों का मानना है कि यदि यह प्रस्ताव लागू होता है तो इससे अमेरिका को शिक्षा और मीडिया के वैश्विक केंद्र के रूप में नुकसान हो सकता है।
